You should always pay parking tickets or fixed-penalty notices as quickly as possible. If you do not, the amount increases and the issuing company may take further action. The action they can take will depend on who gave you the ticket. Some parking tickets are issued by the Police, and some are issued by the council.

This depends on who issued the parking fine. You can check this by looking at the back of the ticket.
If the fine was issued by the council they may send private bailiffs to collect the debt. If the bailiffs are not successful they may apply for a charging order or an attachment of earnings.
If the fine was issued by the police it will be passed to the magistrates' court if you do not pay. It will be registered as a criminal offence and you may be sent to prison.
Parking fines are not recorded on your credit file, regardless of who issued them.
